The 2027 edition of Hui Qiong Bao launched on October 13, opening enrollment to eligible foreign nationals in Hainan for the first time. The move offers expats living and working on the island a new health insurance option.

Hui Qiong Bao is an inclusive commercial health insurance product developed under government guidance and available across Hainan. Designed to supplement basic medical insurance that forms part of China's social insurance system, the 2027 edition offers four coverage options. Benefits can cover patients' share of costs within the basic medical insurance scheme, medical expenses and medicines outside its coverage, and specified drugs. Advanced treatments such as boron neutron capture therapy (BNCT) are also covered.

Building on policies that expand access to medical care in the Boao Lecheng International Medical Tourism Pilot Zone, the updated plan covers 119 high-cost drugs and medical devices from China and overseas. Adding BNCT, a precision cancer treatment, further extends commercial health insurance coverage to innovative medical technologies.

Hui Qiong Bao now offers one-stop claims settlement at 20 designated hospitals across Hainan, including in Haikou, Sanya, Danzhou, and Qionghai. The updated plan also introduces optional coverage for online outpatient services, including consultations and medicines for common and frequently occurring illnesses.

Enrollment is now open to people enrolled in Hainan's basic medical insurance scheme; people who have settled in Hainan and hold a residence permit; people with Hainan household registration; holders of Hainan-issued identity cards; personnel on temporary assignments in Hainan; officially recognized high-level talent in the province; new urban residents; and people in flexible employment. Foreign nationals in Hainan who meet the above eligibility criteria can also enroll.

Eligible applicants can follow the official "海南惠琼保" (Hainan Hui Qiong Bao) WeChat account to enroll themselves and family members, including their parents, spouse, and children. Online enrollment is also available through Alipay, Haiyiban, Hainan Rural Commercial Bank, UnionPay's Cloud QuickPass, and the Yecheng Citizen Cloud platform.

Enrollment for the 2027 edition of Hui Qiong Bao closes on December 31, 2026. Coverage runs from January 1 to December 31, 2027.
