Haikou Issues “Six Suspensions” ahead of Typhoon

On October 3, the Haikou Municipal Committee for Disaster Prevention, Mitigation, Relief, Firefighting, and Work Safety announced that Typhoon “Matmo,” the 21st typhoon of the year, is expected to make landfall in Wenchang or pass nearby offshore during the day on October 5. The typhoon is expected to severely impact Haikou, with sustained coastal winds of force 8–10, gusts of force 11–13, and heavy to torrential rainfall, with some areas experiencing extreme rainstorms.
In response, Haikou plans to gradually implement “Six Suspensions” citywide from the afternoon of October 4 through October 5: suspension of classes (including training institutions), work, transportation, ferry services, park operations, and business activities. The exact timing will be announced later. Citizens and visitors are urged to make preparations in advance.

The Qiongzhou Strait is expected to suspend ferry services at 4 p.m. on October 4. Actual suspension and resumption times will be subject to official announcements. Passengers who have already purchased tickets for travel after resumption on October 6 may apply for a full refund through the original booking channel; refunds will be returned via the original payment method, and travel dates may be rebooked. Please do not go to the ports during the suspension period.
In addition, due to the impact of Typhoon “Matmo,” some cross-sea train services in Hainan have already been suspended, and all cross-sea trains will be suspended on October 5. The railway department will adjust train schedules dynamically based on weather conditions. Passengers can check train operation updates in advance via the 12306 website (www.12306.cn) or mobile app to plan travel reasonably. Tickets for canceled trains can be refunded in full within 30 days (including the date of travel) through the 12306 website, mobile app, or railway station service counters, with no service fee charged.
Starting from 23:00 on October 4, all flights to and from Haikou Meilan International Airport are expected to be canceled. Resumption of flights will depend on typhoon developments. Passengers should monitor official airline announcements or contact their airlines directly for the latest flight information. For ticket changes or refunds, please call the airline’s service hotline, the original booking platform’s customer service, or make adjustments directly through the ticketing app.
